The actions of one I could forgive. How about the judges who declared that he had committed no crime, and the ones who condemned me for avenging him? The Guards who imprisoned me, the accountants who seized the little I had? The Legions and bounty hunters who came after me once I escaped?
Nothing the Empire does is the action of a single individual, but of the great teeming mass, so yes, I'll blame the entire Empire. May it burn in Oblivion.

Barely, and against the popular will. The Legion may have suppressed the Nord rebellion, but only for now. Beforehand, Black Marsh seceded; Hammerfell was surrendered; Elseweyr entered in partnership with the Dominion; and Morrowind was conquered by the Argonians. That leaves the Empire solely with High Rock, Skyrim and Cyrodiil proper. If High Rock should assert its independence, how could the Imperial City bring it to submission? If Skyrim revolted again, would the Empire be prepared for another civil war?

Hammerfell declared their independence after the Concordat. After they chased the Thalmor out, if I remember my history correctly.
